No. Clear headers in the first row help, but Sherlok will read the structure as it is.

No. The connection is read-only: Sherlok reads metrics and never creates, pauses, edits budget or publishes anything in your account. You can revoke access whenever you want, in Connections or directly at Meta/Google, and reading stops immediately.
